New Parliament Kicks Off with Swearing-in Ceremony, MPs Outline Priorities

Kampala buzzed with excitement and colour on Wednesday as members of the 12th Parliament of Uganda began their official duties with a grand swearing-in ceremony. A total of 184 legislators took the Oath of Allegiance and Oath of Member of Parliament, marking the commencement of their five-year term.
Security was notably heightened around the parliamentary precincts, with access restricted to elected officials, accredited guests, and media. The event saw a mix of first-time MPs and seasoned politicians, many accompanied by family and supporters who gathered outside the venue, cheering enthusiastically.
Among the prominent figures sworn in were former Speaker Anita Among, former Second Deputy Prime Minister Gen Moses Ali, and former First Deputy Prime Minister Rebecca Kadaga. Legislators showcased a spectrum of cultural and party colours through their attire, including gomesis, kanzus, and tailored suits.
Inside Parliament, the atmosphere was filled with photo opportunities as MPs-elect captured the historic moment. Following the oath administration by the Clerk to Parliament, elected members registered and received essential documents like the Constitution and Rules of Procedure.
As the ceremony concluded, celebrations erupted outside with dancing groups and supporters congratulating their representatives. The welcoming of new MPs was met with a brisk trade for photographers capturing the day’s events.
Looking ahead, several legislators shared their key priorities for the new term. Vice President Jessica Alupo emphasized improving healthcare and service delivery. Rukiga County MP Patrick Katabazi Kiconco highlighted the need for better health, education, and infrastructure in his district. Emmanuel Ilukol Gulit of Bokora County pledged to focus on household incomes and agricultural productivity, while Mawogola South MP Dez Oswald Byuma expressed his commitment to uniting constituents after the election period.
The swearing-in process for the 12th Parliament, which comprises 529 MPs including constituency members, district Woman Representatives, and special interest group representatives, is scheduled to continue until May 15. The position of Kalangala district woman MP remains vacant.
