Museveni Unveils 7th Term Agenda: Focus on Wealth Creation, Infrastructure, and Service Delivery

President Yoweri Museveni, beginning his seventh term in office, has outlined a comprehensive agenda aimed at further developing Uganda. During his recent campaign for the January 15 polls, Museveni emphasized key pillars of wealth creation, job opportunities, and enhanced delivery of essential services including health, education, water, and electricity.
Wealth creation remains a central theme, with pledges to significantly increase funding for the Parish Development Model (PDM) from Shs100 million to Shs300 million per parish, alongside additional support for rural leaders. Museveni also vowed to intensify the fight against corruption, which reportedly costs Uganda Shs10 trillion annually, vowing to protect the PDM and prosecute those undermining it.
In healthcare, the President promised to expand rural health facilities nationwide, with specific upgrades and new constructions pledged in areas like Apac, Nwoya, Karamoja, Amuria, Bukedea, Sironko, Buyende, Kanungu, Bushenyi, and Sembabule. He also proposed enlisting “God-fearing” monitors to track drug availability in health centers.
Infrastructure development, particularly road upgrades, featured prominently. Promises included the upgrade of key roads such as Dokolo-Namasale, Zombo-Vura, and Dongo-Lobo. Several other road projects, including those in Adjumani, the east, and Kazo, were slated for completion or commencement, with some potentially funded by oil revenues.
In education, Museveni committed to recruiting 50,000 new teachers to address shortages and proposed a fund to provide start-up capital for unemployed graduates. He also advocated for free education in government schools by eliminating feeding and boarding fees, and pledged a primary school in every parish and a secondary school in every sub-county.
Economic diversification is also on the agenda, with plans for industrial parks in Koboko and Hoima, a chocolate factory in Bundibugyo, and a revolving fund for farmers. Furthermore, Museveni promised to utilize oil revenues to fund railways, power, and science education, emphasizing the need for these resources to build national capacity. Compensation for historical grievances and support for vulnerable groups, including landslide victims and vendors, were also part of his pledges.
