UWA Takes Over Management of Degraded Bugoma Forest Reserve

The Ugandan government has officially transferred the management of the Bugoma Central Forest Reserve to the Uganda Wildlife Authority (UWA). This significant shift comes after years of considerable degradation, encroachment, and concerns that the National Forestry Authority (NFA) was unable to adequately protect the vital ecosystem.

The handover ceremony, presided over by Prime Minister Robinah Nabbanja in Kikuube District, was based on a presidential directive transferring oversight from the Ministry of Water and Environment (NFA) to the Ministry of Tourism, Wildlife and Antiquities (UWA).

Government officials stated that the decision aims to restore and safeguard Bugoma Forest, a critical ecosystem facing severe threats from illegal charcoal burning, timber harvesting, farming, and human settlements. Prime Minister Nabbanja emphasized the urgency, ordering the immediate eviction of all encroachers and warning that no compensation would be provided to recent occupants.

President Yoweri Museveni had previously ordered the transfer in a February 2026 directive, citing unacceptable levels of deforestation and encroachment. He also called for an investigation into alleged involvement of UPDF personnel in the destruction and proposed upgrading Bugoma Forest Reserve to a national park status for enhanced protection.

Tourism Minister Tom Butime expressed confidence in UWA’s conservation and enforcement capabilities, noting the growing pressure on the forest. UWA Executive Director Dr. James Musinguzi confirmed that enforcement teams, drones, and aerial surveillance are already being deployed to halt illegal activities.

Officials from NFA acknowledged the growing difficulties in protecting the forest due to population pressure and illegal operations, reporting numerous deforestation-related cases and confiscations of charcoal and timber.

The move has been welcomed by local leadership, with the acting Kikuube District chairperson expressing gratitude for the government’s intervention in conservation efforts.
