Uganda’s presidential oath-taking ceremony is a significant constitutional event, marking the formal commencement of a new term for the Head of State. The process, guided by the Oaths Act, requires the President-elect to swear two oaths: the ‘oath of the President’ and the ‘oath of allegiance’.

The ‘oath of the President’ binds the individual to faithfully execute their duties, uphold and defend the Constitution and laws of Uganda, and work for the welfare of the people. The ‘oath of allegiance’ further solidifies their commitment to the Republic of Uganda and the preservation of its Constitution.

Historically, the ceremony is administered by the Chief Justice. In this instance, Chief Justice Dr. Flavian Zeija will lead the proceedings, marking his first time presiding over a presidential swearing-in since his appointment. He will be assisted by Ms. Pamela Lamunu Ocaya, the Acting Chief Registrar of the Courts of Judicature.

According to retired Justice Henry Peter Adonyo, the procedure begins with the Electoral Commission chairperson presenting a certificate of election validity. The Chief Registrar then facilitates the oath-taking, ensuring the President-elect professes their faith for the appropriate holy book and reads the oaths aloud. Following the President-elect’s signature, the Chief Justice also signs, officially confirming the oath.

The ceremony culminates with the Chief Justice, with the assistance of the Chief Registrar, handing over the instruments of power to the new President. These instruments include the Constitution, national flag, coat of arms, presidential flag, and the key to State House.

Chief Justice Dr. Flavian Zeija is a seasoned legal professional with extensive experience in both practice and academia, holding a Doctor of Laws among other qualifications. Ms. Pamela Lamunu Ocaya, the Acting Chief Registrar, has a strong background in the judiciary, having risen through the ranks since 2009 and holding advanced legal degrees.
