Dangote Refinery in Tanga Complements Uganda's Energy Goals

Recent reports framing the Dangote Refinery in Tanga as a rival to Uganda’s planned refinery are misleading, according to energy expert Jude Kamuganga. He asserts that multiple refineries in East Africa are not mutually exclusive and should be viewed as a sign of economic progress and enhanced energy security for the region.

Kamuganga emphasizes that Uganda’s decision to build a refinery is a sovereign move crucial for its energy security strategy, aiming to reduce dependence on imported refined petroleum products. The vulnerabilities of such reliance have been highlighted by global events, such as disruptions in the Strait of Hormuz impacting energy markets and driving up prices, a burden felt keenly by East African consumers.

A key argument is that adequate local refining capacity would have mitigated the impact of current global energy crises. Instead of viewing projects as competitive, Kamuganga advocates for a cooperative approach, where different infrastructure developments, including refineries and pipelines like the East African Crude Oil Pipeline (EACOP), work in tandem.

He points out that the growing energy demands of East Africa’s expanding cities mean a single refinery cannot meet the need. A distributed network of refineries across the region would reduce vulnerability and provide greater control over pricing, supply, and distribution. Furthermore, Uganda’s refinery is also positioned to drive industrial and agricultural modernization by creating an ecosystem for petrochemicals, fertilizers, and other downstream industries, contributing to job creation and economic transformation.

Ultimately, the development of the Tanga refinery strengthens, rather than diminishes, Uganda’s strategic energy initiatives. The presence of multiple refineries signifies an East Africa taking greater control of its energy future through cooperation and shared development.
