The 12th Parliament of Uganda is set to be inaugurated on May 13th, with over 500 legislators taking their oath of office. This new cohort steps into their roles at a time when public trust in the outgoing Parliament has been eroded by scandals, allegations of corruption, and concerns over fiscal mismanagement.

The incoming MPs have a significant chance to establish a clean slate, redefine the very essence of their office, and restore dignity to the “August House.” Voters have already removed some misbehaving members, creating an opening for fresh leadership.

A key challenge awaiting the new lawmakers is navigating the current economic hardships, including a high cost of living, widespread unemployment, and strained public services. They are expected to actively engage in their legislative duties, which include robust oversight of government programs, combating corruption, ensuring the proper use of taxpayer funds, and enacting laws that genuinely benefit Ugandans.

Members belonging to the ruling party are urged to legislate for the citizens who elected them, rather than solely adhering to party directives. First-time and younger MPs are reminded of their campaign promises for transparency and accountability, with the current moment being critical for their implementation.

Female legislators are encouraged to champion inclusive legislation and advocate for the protection of vulnerable populations, including women. Crucially, the 12th Parliament must strive to reclaim its independence and avoid becoming a mere rubber-stamp for the executive. A strong Parliament thrives on robust debate, sound legislation, and the courage to question those in power.
