Police Announce Road Closures and Security Measures for Museveni's Swearing-In Ceremony

The Uganda Police Force has announced a comprehensive security and traffic management plan for President Yoweri Museveni’s upcoming swearing-in ceremony at Kololo Independence Grounds.

According to Police spokesperson ACP Kituuma Rusoke, several key routes leading to the venue will be restricted to the general public. Access will be exclusively granted to individuals possessing printed stickers.

The affected roads include Kololo Upper and Lower roads, Wampewo Avenue (from Hotel Africana), John Babiiha Road (Acacia Avenue), Old Kira Road, Parliament Avenue, Nile Avenue, and the Kamwokya approach. Rusoke stated that traffic flow on these routes will be intermittently managed to facilitate the event.

Rusoke also addressed public concerns regarding recent aircraft activity over the country. He clarified that these were rehearsal flights by the Uganda People’s Defence Air Force (UPDAF) for an aerial display planned for the swearing-in ceremony on May 12.

He urged the public not to be alarmed by the sounds, assuring them that the maneuvers are being conducted by experts and are a prelude to a planned display. The clarification comes after public apprehension and reports of disturbances caused by the low-flying aircraft.

President Museveni is set to be sworn in for his seventh term, following his victory in the January 2026 presidential elections. His win was announced with 71.65 percent of the vote, with his closest competitor, Robert Kyagulanyi of the National Unity Platform, receiving 24.72 percent.

The election period was marked by significant scrutiny, including targeted actions against the National Unity Platform and an internet shutdown on election day, which drew criticism from opposition groups and human rights advocates.
