Uganda's Insurance Penetration Under 1% as Government Pushes Health Scheme Opportunities

Uganda’s insurance sector struggles with penetration below 1% of GDP, one of the lowest in the region, despite annual growth of about 10% fueled by digital tools and microinsurance.

At the 2025 Insurance Agents Awards in Kampala, Justice and Constitutional Affairs Minister Norbert Mao highlighted insurance’s role in boosting economic confidence and development. He positioned the forthcoming national health insurance scheme as a prime chance for expansion.

Mao stressed the need for public education on insurance basics, criticizing overly complex language. ‘Simplify it,’ he said, adding that uncertainties in life demand such protections, unlike relying on biblical arks.

Compared to Kenya’s 6% penetration, Uganda’s low uptake calls for better sensitization, especially with government discussions on the health framework underway.

Uganda Insurers Association CEO Jonan Kisakye echoed calls for ethics, discipline, and clear communication to build trust and resolve disputes from misinformation. He pushed for professional accountability to elevate the industry beyond 1% penetration.

The event, organized by the UIA, honored top insurance agents for their contributions.
