High Court Permits NUP's Nyanzi to Serve Election Petition to NRM's Ntale via Newspapers

The High Court in Kampala has authorized former National Unity Platform (NUP) parliamentary candidate Fred Nyanzi to serve his election petition against National Resistance Movement (NRM) MP Madina Ntale Nsereko through newspaper ads.
Nyanzi applied for substituted service, explaining that his team could not deliver the documents despite visiting her home and workplace, and messaging her WhatsApp. Nsereko was declared the Kawempe South winner on January 17.
Justice Joyce Kavuma ruled in favor, noting evidence like photos from the process server proving diligent efforts. She highlighted how respondents in election petitions frequently dodge service, complicating personal delivery.
The judge exercised discretion to promote justice, ordering publication in New Vision and Daily Monitor within seven days. A notice must also be posted on the High Court (Civil Division) board, with petition copies available at the registry.
