Uganda Parliament Approves National Teachers Bill to Boost Teaching Standards

Uganda’s Parliament has passed the National Teachers Bill, 2024, in a key move to elevate the teaching profession. The approval occurred during a plenary session on April 23, 2026, chaired by Speaker Anita Among.

This bill turns the Cabinet-approved 2019 National Teachers’ Policy into enforceable law, creating a structured system for teacher training, registration, licensing, and conduct.

State Minister for Higher Education John Chrysostom Muyingo highlighted that it will form the National Teachers Council to manage registrations, uphold ethics, and handle discipline.

MP Jonathan Odur (UPC, Erute County South) noted it tackles issues like absenteeism, poor qualifications, and inadequate oversight, improving on the 2008 Education Act’s limitations.

FDC MP Nathan Nandala Mafabi (Budadiri West County) praised its role in unifying regulations and supporting public sector changes by eliminating confusing administrative roles.

Education Committee Chair James Kubeketerya detailed reforms such as mandatory council registration, licensing, internships, continuous professional development, and partnerships with the National Council for Higher Education for program accreditation.
