Parliament Clerk Reassures Mao: No Induction Before Speaker Election

The Clerk to Parliament, Adolf Mwesige, responded to Norbert Mao’s letter dated April 27, 2026, stating that no induction program for the 12th Parliament has been announced. Consultations on timing and facilitators are ongoing, with details to be shared once finalized.
Mao, a contender for Speaker, urged an immediate stop to any planned induction led by Speaker Anita Among. He argued it should occur after leadership elections to avoid bias, likening it to training a sports team without a captain.
Mwesige affirmed that parliamentary norms dictate inductions happen post-election of Speaker and Deputy at the first sitting, easing Mao’s concerns.
Mao is one of five challengers to Among, including Lydia Wanyoto, Florence Asiimwe, Persis Namuganza, and Alione Yorke. Tensions peaked at a recent NRM caucus in Kyankwazi, where Among and Mao clashed publicly over the Speakership.
Among remarked that cooperation with other parties doesn’t extend to her ‘bedroom’—the Speaker’s seat. Mao hit back, calling it poor manners and invoking family hierarchy.
President Museveni noted the NRM CEC’s prior endorsement of Among and Thomas Tayebwa but said all candidates’ aspirations would be discussed.
