Government Allocates Shs20 Billion to Aid Flood-Affected Traders in Kampala

The Office of the Prime Minister (OPM) has secured Shs20 billion in ex-gratia payments for traders hit by severe flooding in Kampala’s Nakivubo Channel area on October 31, 2025. This initiative stems from a key meeting at President Yoweri Museveni’s Kisozi farm involving traders, OPM officials, Kampala Capital City Authority (KCCA), and trader representatives.

State Minister for Disaster Preparedness, Lillian Aber, announced that a dedicated committee under OPM is overseeing the disbursement process. Trader associations will participate to verify beneficiaries and assist with fund access, using lists from various sources currently under review.

Long-term strategies include enforcing building codes, upgrading drainage, improving roads, rehabilitating the environment, and holding accountable parties responsible for the flooding. OPM Permanent Secretary Alex Kakooza emphasized KCCA’s efforts in waste management awareness and early warning systems to boost urban resilience.

KCCA verified 450 licensed traders, while the Federation of Uganda Traders Association listed 2,005. However, some leaders like Theodore Musoke Nagenda of the National Entrepreneurial Traders Association argue the amount falls short of actual losses and call for faster payouts.
