Nwoya CAO and Two Accomplices Arrested in Shs20m Illegal Livestock Market Scandal
The Nwoya District Chief Administrative Officer, Ms. Janephar Nantume Enguyu, along with farmer Fred Kalisa and businessman Ronald Wanda, were arrested by the Inspectorate of Government over the theft of Shs20.655 million from an unauthorized livestock market. The Inspectorate of Government (IGG) arrested Nwoya District Chief Administrative Officer Janephar Nantume Enguyu, Fred Kalisa, and Ronald Wanda on Monday morning at the district headquarters. The trio was transferred to Kampala Central Police Station and is set to appear before the Anti-Corruption Court on charges related to theft and abuse of office.
IGG spokesperson Farouq Kayondo confirmed the arrests, stating the suspects will answer to the allegations. Kalisa, a farmer from Gotokwara in Lungulu sub-county, and Wanda, a businessman from Kiyindi in Buikwe District, allegedly worked with Nantume to set up and run an illegal livestock market in Gotokwara village between January 2023 and December 2024.
Nantume faces abuse of office charges for bypassing required procedures to authorize the market, harming district interests. Kalisa and Wanda are accused of stealing Shs20.655 million in collections from the unauthorized operations, funds meant for Nwoya District Local Government.
Nwoya Resident District Commissioner Christopher Omara described the scheme as deliberate connivance, noting failed district council efforts to halt it. He highlighted ignored warnings, unremitted revenues, and attempted document forgery when investigations began.
Nantume is under further IGG scrutiny for additional issues, including another illegal market in Nyamokino Parish, procurement irregularities in the Uganda National Oil Seeds Project, irregular staff hiring, and mismanagement of road rehabilitation funds.
