IGG Denies Extension Request as Kabale Struggles with Asset Declarations

Public officers in Kabale District are facing significant hurdles in submitting their mandatory online asset and liability declarations, primarily due to unreliable internet and insufficient ICT proficiency among staff.

Chief Administrative Officer Robert Mugabe reported that just 38% of civil servants have complied, leaving 62% non-compliant as the April 30 deadline from the Inspectorate of Government (IGG) approaches. He highlighted that many lack smartphones and remain ‘analogue,’ while border areas suffer from network interference from Rwanda.

At Kabale University, 58% of staff remain undeclared, with Deputy HR Officer Emmanuel Arineitwe pointing to issues for foreign workers and delayed IGG guidance. Officials from the district and Kabale Regional Referral Hospital requested better system access for profile updates.

Resident District Commissioner Maj Godfrey Katamba urged a two-week extension, but Deputy IGG Patricia Achan Okiria firmly declined, stating no legal basis exists for delays. She stressed the obligation under Uganda’s leadership code laws, where non-compliance risks fines, salary withholding, dismissal, or disqualification from office.

Officials were encouraged to use the remaining time to meet the requirement.
