Uganda Govt Launches Accessible Wealth Declaration Guide for Public Officials

The Ugandan government has unveiled a new online User Guide designed to make wealth declaration easier for public servants, leaders, and citizens. This platform explains the Leadership Code law’s scope, outlines responsibilities, and provides step-by-step instructions for reporting income, assets, and liabilities.

Dr. Roselyn Karugonjo Segawa, chairperson of the Leadership Code Tribunal, emphasized the need for this tool, noting that many officials struggle to grasp their duties, leading to poor compliance and enforcement challenges. The guide promotes voluntary adherence by detailing ethical conduct and consequences for violations.

Key penalties include up to five years in prison or fines of Shs 2,400,000 for false information, dismissal and Shs 4,000,000 fines for undeclared wealth, and similar sanctions for other breaches like misuse of office or protecting informers.

Developed with input from the Inspectorate of Government, Uganda Law Reform Commission, and Attorney General’s Office, the guide supports anti-corruption efforts. Last year’s declarations saw 90% compliance, but 3,212 leaders failed to submit, highlighting the push for better understanding. The current cycle ends May 1.
