The US Ambassador to Uganda, William W. Popp, urged government and education leaders to turn commitments into real reforms during the annual Kajubi-Fulbright Memorial Lecture at Makerere University on April 23.
Popp highlighted education’s role in social mobility and economic growth, linking it to the legacies of Senator J. William Fulbright and Professor William Senteza Kajubi. He stressed connecting learning to tomorrow’s job market while keeping its core value intact.
Makerere University Vice Chancellor Barnabas Nawangwe praised Kajubi’s 1989 Education Policy Commission report for its enduring influence on universal access, teacher training, and inclusive curricula, noting no subsequent review has matched its insight.
Keynote speaker Dr. Mary Goretti Nakabugo of UWEZO Uganda insisted that policies succeed only through strong implementation. Prof. Eriabu Lugugyo from the Uganda Vice Chancellors Forum pushed for more vocational training and practical skills.
Fulbright scholar Dr. Richard Scott Nokes cautioned against tech overdependence, advocating human-centered approaches. Prof. Anthony M. Muggaga called Kajubi a model of academic excellence.
The event gathered academics, officials, and partners to reinforce demands for equitable access and better learning results.
