Government Suspends Trade Order Enforcement Amid Trader Backlash

Minister of State for Trade, Industry and Cooperatives (Industry), David Bahati, informed Parliament on Friday that enforcement of the trade order has been suspended across Uganda. This decision responds to widespread complaints about the harsh implementation affecting small traders’ livelihoods.

MPs, including Solomon Silwany of Bukooli Central, highlighted how abrupt removals of kiosks and goods by enforcement teams have devastated small businesses without prior explanation or support plans.

Bahati noted prior meetings with the Inter-Religious Council, traders, and the Ministry for the Presidency. He apologized to religious leaders for misconduct by some enforcement personnel and confirmed a final consultation at the end of June, paving the way for a better-handled approach starting in July.

The trade order seeks to organize trading spaces and promote the use of government-built markets. However, MPs like Ibrahim Ssemujju Nganda of Kira Municipality questioned support for already disrupted traders, citing involvement of security and alleged goons. Acting Opposition Leader Jonathan Odur criticized the lack of initial consultations.

The crackdown, targeting street vendors and unauthorized structures in Kampala and other areas, aimed to enhance urban sanitation, traffic, and safety but sparked demands for extended notices and relocation assistance.
