Uganda’s Information, Communication, and Technology (ICT) sector has seen remarkable growth, creating more than 750,000 jobs over the last three years and raising the total employment in the field to 1.3 million.

This update came from Dr. Aminah Zawedde, Permanent Secretary at the Ministry of ICT & National Guidance, delivered via Commissioner Moses Watasa at Kampala University’s 23rd graduation ceremony. The government has also boosted internet connectivity to 64 percent nationwide, aiming for full, reliable, and affordable access alongside cheaper devices like smartphones and computers.

University Vice Chancellor Prof. Badru Dungu Kateregga called on the government to enhance infrastructure and policies for ICT innovations, stressing collaboration with universities to nurture student and staff ideas for national development. Dr. Zawedde assured that ICT and innovation lead the National Development Plan IV, supporting Vision 2040’s $500 billion GDP target.

Key initiatives include innovation hubs at Nakawa, Kabale, Soroti, Busitema, Muni, and upcoming in Fort Portal, offering infrastructure, mentorship, and training. Past systems like the Business Registration System, e-GP, and EMIS have improved transparency, revenue, and services while creating thousands of jobs.

The 2023-2028 Digital Transformation Roadmap, with pillars like infrastructure and digital skilling, targets 300,000 jobs. Additional policies like the National BPO Policy aim for 100,000 youth jobs, and the UJ Connect project with Japan plans 6,000 more.

The ceremony, themed ‘Empowering a New Generation: AI, Innovation, and Sustainable Development,’ graduated 3,514 students, with the government donating 30 computers to the university.
