Minister Attributes Surge in C-Sections to Midwife Negligence

State Minister for Primary Education Dr. Joyce Kaducu Moriku has urged medical staff to better monitor labor using partographs to curb rising cesarean deliveries, blaming midwife negligence for exceeding the recommended 15% rate. At Kapelebyong Health Centre IV, C-sections now make up 35% of deliveries amid high teenage pregnancies. State Minister for Primary Education, Dr. Joyce Kaducu Moriku, has called on healthcare workers to improve labor management for expectant mothers to lower the growing number of cesarean sections in Ugandan facilities.

She pointed to midwives’ failure to properly track labor progress as a key factor driving up C-section rates, stressing the importance of antenatal care and using partographs during delivery.

“We must manage and monitor labor of our expectant mothers using a partograph to reduce cesarean cases,” Dr. Kaducu stated during the handover of medical equipment to Kapelebyong Health Centre IV.

The donation from American Tower Corporation (ATC) included two pediatric beds and two adult beds, received on behalf of Health Minister Dr. Ruth Aceng. Dr. Kaducu warned against viewing C-sections as a badge of honor, noting they should stay below set limits.

Kapelebyong Health Centre IV’s in-charge, Dr. Kenneth Okilan, reported no maternal deaths in four years but highlighted 1,500 annual deliveries with C-sections at 35%, far above the ideal 15% benchmark, linked partly to teenage pregnancies.

In a related development, Dr. Kaducu commissioned a three-classroom block built by ATC at Kapelebyong Primary School, which has 106 pupils, to boost enrollment.
