Makerere Guild President Petitions Nawangwe for Surcharge Waiver and Late Registration Extension

Makerere University’s newly elected guild president, Gracious Kadondi, has formally petitioned Vice Chancellor Barnabas Nawangwe for relief on tuition fee surcharges and registration deadlines.
This comes after Academic Registrar Prof Buyinza Mukadasi issued a notice enforcing the university’s fees policy ahead of semester two exams starting May 18, 2026. Students must pay 100% of tuition and functional fees by the 12th week (May 5, 2026), or face restricted access to services like exams.
The policy mandates registration by week 12, with automatic de-registration for non-compliance. Partial payers risk de-registration by week 15, plus a 5% surcharge on outstanding balances post-week 12.
In her April 21 letter, Kadondi requested a waiver on the surcharge, citing economic challenges impacting students’ families. She highlighted the anxiety caused by threats of de-registration and exam denial for committed students.
Kadondi proposed allowing late registration without penalties for those showing commitment to pay before exams, and waivers for students with at least 60% tuition paid to sit exams. She also offered to meet university officials for collaborative solutions balancing policy and student welfare.
