Ex-Nurse Anna Awor Struggles with Mental Illness and Unpaid Government Entitlements

Anna Awor, a 54-year-old former nurse from Wiodyek ‘B’ Village in Lira District, warmly greets visitors despite her memory struggles and mental health challenges. She worked for nine years at Lira Regional Referral Hospital, starting in 2004, but bipolar disorder halted her service.
Her son, Geoffrey Ranga, explains that the illness worsened, making it impossible for her to validate her employment as required. In 2016, she was removed from the payroll. Dr. James Elima, former hospital director, confirmed her long-standing mental health issues and had requested a Medical Board from the Ministry of Health.
Dr. Irene Apio from Butabika Hospital noted Awor’s treatment for bipolar disorder in 1997, 1999, and 2015, a chronic condition requiring lifelong medication that impairs functioning.
Ranga, managing her estate, laments the denial of unpaid salaries—estimated at Shs2.5-2.6 million annually—and benefits since 2016. He has complained to the Uganda Medical and Dental Practitioners Council for investigation, settlement of dues, medical support, and clear guidance.
Official letters confirm her enrollment as an Enrolled Nurse (U7 scale) from 2003, subject to public service rules and the Pensions Act, which entitles her to gratuity after 10 years. Yet, navigating Public Service Commission procedures proves daunting, risking loss of her entitlements.
Awor, unaware of her owed payments due to her condition, highlights gaps in support for vulnerable public servants.
