HR Managers Urged to Harness Gen Z Talent in Uganda's Evolving Job Market

Milton Steven Owor, Head of Human Resources at the National Social Security Fund (NSSF), has urged HR leaders in Uganda to capitalize on the country’s youthful Gen Z population. Speaking at a leadership breakfast meeting at Isbat University in Kampala on April 18, 2026, Owor highlighted the need to leverage their unique skills for organizational growth in emerging economies.
Unlike aging populations in the US and Europe, Uganda boasts a vibrant young workforce. Owor emphasized treating employees differently based on age, noting that motivators for 25-year-olds differ from those for 50-year-olds. With job creation lagging behind youth numbers, he advocated understanding what drives Gen Zs to maximize their potential.
In Uganda’s transition to a gig economy fueled by AI and automation, Owor predicted 30-40% of the global workforce could soon operate on project-based gigs for faster results. This approach allows organizations to engage young talent productively without permanent hires.
Pradeep Kumar, Isbat University’s Director of Academic Affairs, advised shifting focus from qualifications to attitude and mentality tests during recruitment. A positive attitude, he said, boosts productivity more than formal education alone.
Angella Atuhaire, a 25-year-old university employee, shared that many young workers handle jobs unrelated to their studies, learned on the job. She called for training, mentorship, and open communication to develop skills, foster feedback, and make youth feel valued.
Uganda’s 2024 census reveals over 73% of the population is under 30, with 23% aged 18-30 ready for the job market.
