Uganda’s recently enacted Building Control Act 2026 has drawn criticism for its incomplete framework on construction safety. Notably, the legislation does not provide a clear definition of what qualifies a structure as unsafe.

This absence creates challenges for regulators and builders in determining compliance and addressing potential hazards. Without explicit criteria, enforcement becomes subjective and inconsistent across the country.

Experts argue that such gaps could lead to increased risks in urban development, especially in rapidly growing areas like Kampala. Calls are growing for amendments to include precise safety benchmarks, such as structural integrity tests and material standards.

The Act also overlooks key aspects of valuation in building projects, complicating property assessments and insurance processes.
