Kawempe RCC Reverses Katanga Land Handover Order to Developer

The Katanga area in Kampala continues to grapple with a long-running land conflict involving Makerere University, kibanja holders like Pastor Daniel Walugembe, and other occupants.

Deputy Resident City Commissioner for Kawempe Division, Kagenyi Lukka, recently rescinded his March 23, 2026, instruction that ordered the university to hand over a section of the land near Wandegeya to Nanziza Construction Company Uganda Limited for redevelopment.

Speaking at a community meeting in Katanga Playground on Saturday, Mr. Kagenyi explained the reversal followed consultations with authorities, including the Attorney General, who highlighted existing court orders and the danger of contempt.

“I had issued an order to arrest Pastor Daniel Walugembe, but after guidance… I hereby rescind my earlier directives,” he stated, assuring that operations at the contested washing bay would proceed without interruption.

Pastor Walugembe, who acquired kibanja rights from recognized bona fide occupants, welcomed the clarification, noting court rulings from 2015 and 2019 that affirm university title while protecting certain residents.

Despite the immediate relief, local leaders like Kimwanyi Zone chairperson Thomas Bagonza stressed the need for a lasting fix to the protracted dispute.

Mr. Kagenyi revealed he has written to President Museveni suggesting government acquisition via the land fund for low-cost housing or agreements with occupants, awaiting presidential guidance.

He called on all parties to maintain peace, promising no evictions.
