Kabale District Allocates Shs30 Million to Title 90% Untitled Land

Kabale District Council unanimously approved Shs30 million from its projected 2026/27 local revenue to secure titles for district-owned land. This move aims to protect government properties from grabbers, as about 90 percent of the district’s land remains untitled, including the area housing the district headquarters.

Mr. Baker Turyamureeba, chairman of the production and natural resources committee, presented the proposal, which was seconded by councillor Gilbert Niwanganyira. The decision was made during a council session presided over by Speaker Flavia Kanagizi.

District Natural Resources Officer Henry Tumwesigye explained that Shs10 million will open boundaries, while Shs20 million covers titling costs, estimated at Shs2.5 million per title. Priority sites include the headquarters, land with iron ore minerals, and areas for government projects.

Deputy Resident District Commissioner Michael Kyakashari urged faster action, citing an ongoing investigation into residents in Kitumba Sub County who allegedly grabbed and shared government land.

The council also greenlit consolidated annual work plans worth Shs64.040 billion, along with procurement, capacity building, and revenue enhancement strategies for 2026/27.
