Busoga Bishop Lubaale Criticizes Selective Justice in Karamoja Iron Sheets Scandal

The Bishop of Busoga Diocese, Prof Grace Lubaale, has strongly condemned the government’s handling of the Karamoja iron sheets scandal, labeling it as selective prosecution that fosters perceptions of a two-tiered justice system in Uganda.

Speaking at a requiem service on Saturday at Christ Cathedral Bugembe in Jinja City, the bishop highlighted how evidence, including media reports of receipts, vouchers, and public admissions, shows multiple senior officials received iron sheets intended for poor communities in Karamoja.

“In Uganda today, there are first-class citizens and others. Even in prisons, some go while others don’t, despite the same offenses,” Lubaale stated, urging full accountability to restore trust in institutions.

He drew a biblical parallel to the story of David, overlooked among Jesse’s sons, to illustrate how key figures in the scandal appear to have been spared.

The criticism follows the sentencing of former State Minister Agnes Nandutu for diverting 2,000 iron sheets. In 2023, then DPP Jane Frances Abodo declined to prosecute high-profile beneficiaries like Speaker Anita Among, Vice President Jessica Alupo, and Prime Minister Robinah Nabbanja, citing insufficient evidence. Charges against Finance Minister Amos Lugoloobi were dropped, while Mary Goretti Kitutu’s trial is paused pending a Constitutional Court petition.

Lubaale called for transparency and fairness in corruption cases to prevent further erosion of public faith.
