Museveni Warns Corrupt Officials and MPs: No Tolerance in New Term

President Yoweri Museveni has reiterated his zero-tolerance stance on corruption during an NRM leaders’ retreat at the National Leadership Institute in Kyankwanzi. Speaking on Monday evening, he put government officials and MPs on notice, promising decisive action against the vice that costs Uganda around Shs10 trillion yearly, according to the Inspector General of Government.

Museveni, fresh from his victory in the January 2026 elections, emphasized integrity in leadership, particularly in Parliament. He cautioned against bribery and serving personal interests over public duty, especially after Transparency International’s 2025 Corruption Perceptions Index dropped Uganda’s score to 25 out of 100, ranking it 148th globally and below regional peers like Rwanda (58 points) and Tanzania (40 points).

In March 2026, he had previously warned MPs against extravagant lifestyles beyond their means, which often lead to debt and corruption to woo voters. He criticized frequent fundraisers that mask illegal funds and misuse of Parish Development Model resources.

The president dismissed low pay as an excuse, pointing to scandals in well-paid bodies like the Uganda Revenue Authority. He vowed to tackle issues like drug theft in hospitals using the State House Anti-Corruption Unit and warned intelligence officers to prevent resource pilfering.

Despite a multi-agency framework including the Inspectorate of Government and anti-corruption units, corruption persists, with critics linking it to patronage politics over four decades of Museveni’s rule.
