Police Retrieve 2018 File on Ggaba Suspect's Alleged Baby Murder in Kwania

Uganda Police have dusted off a seven-year-old case file involving Christopher Okello Onyum, aged 38, the prime suspect in the brutal murder of four toddlers at Ggaba Early Childhood Development Program in Kampala.

On December 27, 2018, Okello allegedly strangled 18-month-old Martin Freeman Kaaya, son of Florence Nansubuga, in Kwania District shortly after Christmas. A post-mortem report from Kwania Health Centre IV confirmed death by hypoxia from strangulation and suffocation.

Nansubuga, who had a relationship with Okello’s father since 2012, reported the incident to Aduku Police Station, Kibuli CID, and Naguru headquarters, but faced repeated dead ends. ‘I visited every police office and nearly gave up,’ she shared.

Police spokesperson Kituuma Rusoke confirmed the file’s recovery, stating CID is revisiting the allegations to pursue charges. State Minister for Youth and Children Affairs Balaam Barugahara also verified active investigations, stressing accountability for all.

Nansubuga believes earlier conviction could have prevented the Ggaba tragedy, as Okello escaped custody post-arrest and reportedly fled to the US. She demands her case link to his current charges.

Under Uganda’s Penal Code, murder carries severe penalties, up to life imprisonment or death. Okello faces trial in a mobile court at Ggaba on Monday.
