Kabale Technical Institute's Shs11.2B Project Stalls Over Missing Occupancy Permit

The technical handover at Kabale Technical Institute was halted on Thursday after stakeholders objected to the absence of a mandatory occupancy permit for the newly built structures.

This Shs11.2 billion project, funded by the Islamic Development Bank and started in September 2024, features an administration block, sick bay, computer lab, main hall, study rooms, dormitories, paved walkways, solar power, and three-phase hydropower extensions. Ambitious Construction Company handled the work under a 15-month contract.

Led by former board chairperson Eudia Mutabazi, stakeholders invoked the Building Control Act, stressing that occupation without the permit and approved drawings is illegal. Principal Albert Mubingi Musinguzi echoed the concerns, noting insufficient furniture but prioritizing the permit.

Project architect Robert Kiggundu revealed the delay stems from unpaid building permit fees by the Ministry of Education to the municipality. Ministry officials have two weeks to resolve this, while the contractor fixes defects.

Eng. Paul Kaliba, the ministry’s project technical manager, assured that furniture procurement contracts are nearly finalized, with delivery expected in four to six months.

Kabale Technical Institute forms part of a nationwide government initiative to upgrade vocational training facilities, including similar efforts in Kitovu, Lutunku, Nalwire, Nkoko, Birembo, Minakulu, Moyo, and Moroto.
