An enforcement drive against illegal structures in Bushenyi-Ishaka Municipality escalated into violence on April 10, 2026, when local councillor Edwin Karugaba reportedly rammed his car into municipal officers.
The clash happened at Karugaba’s pork joint in Ntungamo ward during a routine demolition exercise. Eyewitnesses described how the councillor accelerated into the team after his business was targeted, with one officer suffering severe injuries including internal bleeding.
Rodgers Mugisha, present at the scene, recounted the moment: the officer without protective gear was struck directly and rushed to Kampala International University Teaching Hospital before transfer to Mayanja Memorial Hospital.
Deputy Town Clerk Gilbert Boona Twinomugisha labeled the act as intentional assault, stressing it was no mere accident. Other team members received treatment for minor injuries at Bushenyi Health Centre IV.
Municipal Commercial Officer Aggrey Ategyeka confirmed the incident was reported to police, with ongoing sensitisation efforts to enforce trade orders. Karugaba has not responded to the accusations.
Residents voiced frustration over the enforcement, citing economic hardships and poor service delivery. Vendors like Onesmus Nkwasiibwe complained about neglected infrastructure, while others urged a fairer approach.
Investigations continue as authorities pledge to protect staff and deliver justice.
