NRM Imposes Strict No-Phones, No-Alcohol Rules for Kyankwanzi Leadership Retreat

The National Resistance Movement (NRM) has rolled out stringent regulations for its upcoming retreat at the National Leadership Institute (NALI) in Kyankwanzi District. Newly elected party legislators attending from April 6 to 16 will face restrictions on electronic devices like phones and laptops to ensure focus during plenary sessions.
NALI Director Col. Rukogota Okei stressed the need for silence and optimal time use in the instructions. The canteen, stocking alcohol, will only open after daily sessions, with a strong warning against drunkenness.
Security measures ban visitors without permission, personal escorts, firearms, knives, or any weapons, which must be declared at entry. No personal vehicles are allowed, and movement is confined to designated areas. Participants must respect the chain of command and avoid rowdy behavior or abusive language.
Daily routines include reciting national and East African Community anthems in Kiswahili. Environmental rules cover proper bottle disposal and litter prevention. Attendees are advised to bring bed sheets, towels, mosquito nets, toiletries, and insect repellents, as fumigation occurs but personal repellents are recommended.
Key guidelines prohibit dodging sessions, damaging property (which requires replacement at market price), and alcohol during classes. The agenda spans ideological reorientation, NRM history, socio-economic transformation under ‘Musevenomics,’ human capital development, wealth creation via Parish Development Model, regional integration, and security strategies, featuring addresses by President Museveni, Speaker Anita Among, Gen. Salim Saleh, and others.
This retreat upholds NRM’s tradition of inducting new MPs and building caucus cohesion, including 40 independents who signed up.
