Jinja City Officials Face Backlash Over Unopened Blocked Roads Despite NPA Orders

Jinja City leaders are under fire for ignoring National Planning Authority (NPA) instructions to restore blocked access roads and service lanes. Complaints from March 2025 led to a joint inspection by the Ministry of Lands, Housing and Urban Development, Ministry of Local Government, and National Building Review Board, resulting in orders to reopen 14 routes within three months.

Almost a year later, a March 17, 2026 status report to the Town Clerk shows little progress. Residents express frustration, with Spire Road’s Eric Kakaire claiming officials are shielding those behind the closures at spots like Oboja Road, Kisiki, Kikumbo, and near Galaxy Auto Spa.

“On many occasions, the NPA has asked Jinja City authorities to open blocked access roads, but they have remained silent,” Kakaire said, alleging coordination from City Hall itself.

Jinja’s reputation as a well-planned town with interconnected roads is at risk. Private factories and structures now occupy former road reserves, distorting the urban layout and potentially turning the city into an unplanned area, according to urban planners.

The NPA has issued a new directive demanding a status report within five days and immediate action. An inspection team is set for early April, with further scrutiny promised if compliance fails.
