Parliament Orders KCCA to Enforce Axle Load Controls on Kampala Roads

Ugandan parliamentarians have mandated the Kampala Capital City Authority (KCCA) to roll out axle load control measures across city roads. This step aims to regulate vehicle weight distribution, curb damage, boost safety, and prolong road durability.

The instruction came on April 1, 2026, during a session of the Committee on Presidential Affairs where KCCA officials presented their Ministerial Policy Statement for the 2026/27 fiscal year.

Iki-Iki County MP Robert Kasolo cautioned that skipping these controls would lead to endless road reconstructions and extra costs. Kikuube Woman MP Flora Natumanya pushed for dedicated funding to support such initiatives.

Bugiri Woman MP Agnes Taaka pointed out discrepancies in road widths, noting they appear broader during building but narrower upon finishing. Nakawa West MP Ronald Balimwezo, the Lord Mayor-elect, vowed to refuse substandard road handovers, slamming deep potholes and poor maintenance.

Balimwezo also flagged KCCA’s mismanagement of public assets, including encroachments on road reserves like Kataza Link Road, blaming the absence of a proper property inventory. He urged Parliament to secure funds for a full asset register.

State Minister for KCCA Affairs, Hon. Kabuye Kyofatogabye, highlighted roadworks, waste handling, and cleanliness as top priorities. He explained project delays stem from relocating utilities such as water pipes, power lines, and sewers, which can take up to three months.
