Finance Minister Appoints Four Tax Experts to Tax Appeals Tribunal, Including Ex-EAC Director General

Finance Minister Matia Kasaija has appointed four tax specialists to the Tax Appeals Tribunal (TAT), strengthening its ability to resolve disputes between taxpayers and the Uganda Revenue Authority (URA).
Among the new members is Kenneth Bagamuhunda, ex-Director General of Customs and Trade at the East African Community (EAC) Secretariat. His 30+ years in customs and trade fill a key gap after expert Stephen Akabway’s retirement.
The others include Rebecca Nsumba with 30 years in tax, Edward Biryetega with over 20 years of expertise, and advocate Gerald Kakima with a decade in accounting and tax.
They replace Princess Kabakumba Labwoni Masiko, Rosemary Mariam Najjemba Mbabali, Nangosyah Wamaleero Clement, and Grace Sofi, whose terms end next month.
Business leaders and tax experts praise the appointments for bringing top-tier skills to the tribunal, which now has nine members including Chairperson Crystal Kabajwara and others like Christine Katwe, Siraj Ali, Rebecca Nnambi, and Stella Nyapendi.
This is seen as a boost for fair tax rulings and investor confidence in Uganda’s tax system.
