Uganda's AI Strategy Set for June Launch Amid New China Partnership

Uganda’s government is finalizing its Artificial Intelligence (AI) and Emerging Technologies Strategy, with officials targeting completion by June. Dr. Aminah Zawedde, Permanent Secretary at the Ministry of ICT and National Guidance, highlighted that this framework will guide adoption of AI, blockchain, IoT, and robotics across key sectors.

The strategy prioritizes agriculture for precision farming, health for diagnostic tools, education, and public administration. It includes plans for better digital infrastructure, a national data governance system, ethical AI regulations, and training in skills like Python and machine learning to boost youth jobs.

This comes after the ministry signed an MoU on April 1, 2026, with the United Nations Health Industry Foundation (UNHIF) from Hangzhou, China, and local partner Prince Kimbugwe Foundation. The deal focuses on AI tech transfer, digital innovation, youth training, smart agriculture, and exchanges between Uganda and China.

UNHIF Chairperson Mr. Chunxiao Huang Hwang pledged 50,000 jobs for Ugandans over five years, 300 scholarships to study in China, and technology sharing. The partnership also involves promoting Chinese medicinal trees and granting 40 acres in Buyende District for an Industrial Park.

Dr. Zawedde noted the MoU aligns with Uganda’s 10-point growth strategy and National Development Plan IV, aiming to grow the economy from $50 billion to $500 billion by 2040. Success will be tracked after three years by skilled youth, innovations, and improved livelihoods.
