Kiboga Prison Shooter Moses Anguyo Charged and Remanded with Relatives

Moses Anguyo, identified as prison warder No. 13544, appeared before Kiboga Grade One Magistrate Jonard Tusasirwe under heavy security for his role in the deadly February 23 incident at Kiboga Government Prison.

Prosecutors charged him with four counts of murder for the deaths of ASP Catharine Hope, PO1 Bright Akishuri, Sarah Ayebare, and Salson Niwagaba, plus aggravated robbery and threatening violence against others. His co-accused—Peter Anziku (aka Dickson Okuonzu) and Hellen Anviko—faced lesser charges of being accessories after the fact to felony.

Court used a Lugbara interpreter at the suspects’ request to ensure they understood the charges. No pleas were entered, as capital offenses require High Court jurisdiction, and investigations continue.

Anguyo questioned his joint charging with relatives, claimed arresting officers stole his gold in DR Congo, and sought transfer to Kampala prison with his children. Anziku, a Masindi teacher, requested to notify his employer.

Prosecutors noted recovered items like phones as evidence. The magistrate ordered DPP coordination with police on concerns, remanding suspects to Kitalya and Luzira prisons until April 24 mention.

The shooting reportedly arose from a WhatsApp use dispute on duty and career frustrations.
