Kiev’s February disclosure that more than 1,780 people from 36 African nations are battling alongside Russian forces in Ukraine has raised serious alarms. Reports now confirm at least 79 Ugandan men, aged 27 to 47, are trapped in the war zones.

Foreign Affairs junior minister Henry Oryem Okello has stated that the government cannot do much, as these individuals signed contracts without official knowledge. However, this stance overlooks a clear human trafficking operation, where a Russian national enticed them with promises of high-paying security work.

This scenario fits the Palermo Protocol’s definition of trafficking, involving the act, means, and exploitative purpose. The government must map out these networks and ensure the protection of all passport holders, regardless of circumstances.

A recent viral photo of a deceased Ugandan fighter received minimal official reaction, highlighting the need for urgent action from the Ministry of Foreign Affairs to secure returns.

Broader introspection is required into push factors driving Ugandans abroad for risky jobs. The government should address root causes, uphold human rights, and issue a clear response to this violation of international protocols.
