Aspirants for Uganda’s representation in the East African Legislative Assembly (EALA) are navigating uncertainty after Clerk to Parliament Adolf Mwesige suspended the by-election on March 28, 2026. The move stemmed from debates on whether seats held by James Kakooza and Dennis Namara became vacant before their swearing-in to the 12th Parliament.

Scheduled nominations on March 30 and 31 were scrapped, leaving candidates in limbo without a rescheduled date. Reactions vary among hopefuls.

NRM-cleared candidate Charles Odongtho called the pause lawful but disruptive, noting it halted his MP engagements and could shift voters to the new Parliament. Ronald Mivule praised the halt, arguing no vacancies existed yet and it prevents court battles, despite wasted efforts on outgoing MPs.

Independent Moses Nsereko plans legal challenge, citing paid fees and signatures, to test the decision’s validity. James Byarugaba lamented financial and morale hits from voided 11th Parliament endorsements, while Thomas Ainebyoona sees extra prep time as advantageous.
