Dr Rogers Matte Named NPA Deputy Executive Director

The National Planning Authority (NPA) has named Dr Rogers Matte, a seasoned economist and public policy specialist, as its deputy executive director. He steps in after Charles Oleny Ojok’s retirement.

Dr Matte holds a PhD in Economics from Makerere University, along with master’s degrees in Economic Policy and Planning and Public Administration. Before this role, he was Senior Manager for Research and Development Performance at NPA, leading efforts in research coordination, policy analysis, and performance monitoring.

His career includes representing Ntoroko County in Parliament from 2001 to 2006 and working at the Population Secretariat on the National Population Policy. He also lectured in macroeconomics at Kyambogo University.

NPA’s information manager, Charles Musana, praised Matte as a professional with deep expertise in development planning and economic policy. The appointment aligns with NPA’s push to implement NDP IV, the Tenfold Growth Strategy, and Vision 2040.

Other changes include Dr Winnie Nabiddo taking over as Senior Manager for Research and Development Performance, both holding PhDs from Makerere. Additional roles went to Richard Wansambo (Regional, Urban and Local Government Planning), Dhikusooka Gyaviira (Acting Manager for Evaluations and Compliance), Kasaijja Ronald (Senior Planner for Economic Governance), and Katumba Emmanuel Ssenkeezi (Acting Senior Communications Officer).

Musana congratulated the team and wished them success. NPA, established under Uganda’s 1995 Constitution and expanded by recent acts, coordinates national development plans.
