Kiboga Prison Warder Charged with Murdering Four, Remanded to Prison

A prison warder from Kiboga Government Prison, Moses Anguyo, faced charges in Kiboga Chief Magistrate’s Court on March 31, 2026, for the murders of four individuals during a shooting on February 23.

Anguyo, appearing with co-accused Peter Anziku, Dickson Okuonzu, and Hellen Anviko under tight security, is accused of unlawfully killing ASP Catharine Hope, PO1 Bright Akishuri, Sarah Ayebare, and Salson Niwagaba with malice aforethought. He also faces counts of aggravated robbery, including stealing a black jean trouser from Grace Katusime and an Arsenal jersey from Mary Nabayiga using a gun, plus threatening violence against SP Ivan Niwagaba.

The co-accused, described as relatives, are charged with being accessories after the fact by helping Anguyo evade arrest post-shooting.

Proceedings used a Lugbara interpreter at the accused’s request. No pleas were entered as the case involves capital offenses beyond the magistrate court’s jurisdiction, with investigations ongoing.

Anguyo questioned his joint charging, alleged theft of 500 grams of gold during his arrest in DR Congo, and claimed Shs700,000 from his wife was her savings. He requested transfer to Kampala prison with his children. Anziku, a Masindi teacher, sought to notify his employer.

Preliminary probes suggest the shooting arose from a dispute over Anguyo using WhatsApp on duty and career frustrations. He was arrested in Aru, DR Congo, and extradited via Arua.

Grade One Magistrate Jonard Tusasirwe remanded them to Kitalya and Luzira Prisons until April 24 for mention, directing the DPP to address their concerns.
