Kabale University Urges Fulfillment of Museveni's Shs47 Billion Pledge Amid Funding Woes

Kabale University in southwestern Uganda raised alarms over persistent funding challenges during the installation of its new chancellor, Mathew Rukikaire, on March 31, 2026. The event took place at the university grounds in Kabale Town, presided over by Vice President Jessica Alupo on behalf of President Museveni.
Vice Chancellor Prof. Joy Kwesiga pointed to the institution’s tough transition from private to public status without adequate seed funding. She specifically noted that President Museveni’s 2016 pledge of Shs47 billion for infrastructure remains unfulfilled, alongside issues like insufficient wages, limited facilities, and shortfalls in support for government-sponsored students.
Kwesiga urged swift remedies, including releasing the Shs47 billion, restoring Shs6.5 billion for student sponsorships, expanding the wage bill for better staffing, and providing annual funds for satellite campuses in Kisoro and Rukungiri.
New Chancellor Canon Rukikaire committed to advocating for more resources to boost infrastructure and growth, honoring the university’s founders like the late George Kanyeihamba.
Vice President Alupo promised to forward the concerns to President Museveni and work with Kigezi region leaders for solutions. Museveni, via Alupo, congratulated Rukikaire and stressed universities’ role in socio-economic progress through skills, research, and innovation in key sectors.
University leaders emphasize that resolving these funding issues is vital for enhancing service delivery and broadening access to quality education.
