Ireland Envoy Urges Ugandan Graduates to Prioritize Integrity Amid Joblessness Crisis

Ireland’s Ambassador to Uganda, Mags Gaynor, addressed graduates at Clark International University on March 30, 2026, stressing the importance of integrity amid high unemployment rates. She noted that ethical behavior is essential for building trust in fields like healthcare, education, and business.

Gaynor emphasized, ‘Integrity is doing the right thing even when nobody is watching,’ warning that corruption in hiring processes wastes Uganda’s talent. Uganda produces over 700,000 graduates yearly, yet unemployment hovers at 12.3 percent, with youth underutilization at 42.6 percent and graduate joblessness between 15 and 88 percent. Fewer than 13 percent land skilled formal jobs.

She shared heartbreaking stories of qualified doctors and nurses resorting to boda boda driving after being asked for bribes equivalent to a year’s salary—Shs 10-14 million—for government positions. ‘It’s a tragic waste of talent, family sacrifices, and national investment,’ Gaynor said, urging future leaders to end this cycle.

‘The university is reforming its programs to produce market-ready graduates,’ said Vice Chancellor Rose Clark-Ananyonga. She highlighted that 93 percent of alumni are employed in key roles, with expanded practical training where students spend 60 percent of their time in clinical placements.

The event marked the university’s 16th graduation since receiving its charter, celebrating 501 graduates. Dr. Charles Olaro was appointed Professor of Practice in Health Services Management.
