Uganda to Raise Shs28 Billion Climate Fund Over Next Decade

Uganda is set to mobilize more than Shs28 billion over the next 10 years to address climate action funding shortfalls. This initiative targets adaptation, emissions cuts, and resilience-building efforts through 2030.

Mohammad Ssemambo, Assistant Commissioner for Climate Adaptation and Mitigation at the Ministry of Water and Environment, announced the strategy during the Uganda Water and Environment Week at the ministry’s Luzira headquarters. The event’s theme focuses on global partnerships for climate resilience and low-carbon solutions.

Funds will come from both local and global sources to support key programs. Ssemambo emphasized closing the financing gap to implement these initiatives effectively.

Alfred Okot Okidi, the ministry’s Permanent Secretary, called climate change Uganda’s top risk, urging urgent stakeholder action and more private sector roles. He pushed for faster rollout of the National Environment and Climate framework, setting a two-week deadline for advances.

Globally, climate finance hit $1.3 trillion in 2021/2022, but $8.5-9 trillion annually is needed by 2030 for Paris Agreement goals. Africa, despite high vulnerability, gets just 1% of these funds. Talks are underway for a new target post-2025, potentially reaching $1.1 trillion yearly for developing nations.

Uganda faces erratic weather, floods, and droughts, like many developing countries.
