MPs Slam Mityana District Over Dismal Shs8 Billion PDM Recovery

Officials from Mityana District appeared before Parliament’s Public Accounts Committee (Local Government) on Thursday, March 26, 2026, to address concerns raised by the Auditor General for the 2024/2025 financial year.
The committee, chaired by Hon. Gilbert Olanya, learned that the full Shs8 billion disbursed to 75 SACCOs was due for recovery at the time of the audit, yet no repayments had been recorded then.
Busongora County North MP Sowedi Kitanywa voiced alarm at the sluggish recovery rate, cautioning that it could jeopardize the program’s poverty alleviation goals and potentially deepen beneficiaries’ hardships.
Mityana PDM Focal Person Dr. Geoffrey Ssemalago reported minimal collections so far, mainly from Namungo Sub-county: Shs110,000, Shs120,000, Shs10,000, and Shs20,000, totaling around Shs250,000.
Olanya expressed frustration at the tiny amount recovered from Shs8 billion, questioning if the district could meet the deadline with only six months left in the recovery period.
Ssemalago noted that mobilization efforts ramped up in January, hampered by incomplete data from the Ministry of Finance.
CAO Edith Mutabazi assured the committee of better results through ongoing campaigns supported by local leaders, while addressing separate issues like delays in Shs7.5 billion Parish Revolving Fund disbursement and database gaps.
The MPs directed the district to submit proof of recoveries and return with substantial progress by September-October 2026.
