MPs Applaud URA and URBRA for Strong Revenue and Sector Growth

Members of Parliament expressed approval for the Uganda Revenue Authority (URA) during a Finance Committee meeting on March 25, 2026, chaired by Rwampara County MP Amos Kankunda. The session reviewed URA’s Ministerial Policy Statement for 2026/2027, led by State Ministers Henry Musasizi and Amos Lugoolobi.

URA collected Shs31.643 trillion in net revenue, exceeding its Shs31.369 trillion target by Shs264.87 billion—a 15.87% increase from the prior year. Domestic taxes hit Shs21.252 trillion and international trade taxes Shs11.105 trillion, both above targets with over 15% growth. The government aims for Shs41.513 trillion next year.

Lawmakers, including Dr. Keefa Kiwanuka (Kiboga East), questioned the low tax-to-GDP ratio compared to regional peers and public complaints despite an expanded taxpayer base.

The committee also praised the Uganda Retirement Benefits Regulatory Authority (URBRA) for sector progress. Assets under management grew 21% to Shs30.7 trillion, with 14.6% ROI, Shs312 billion in taxes (up 17%), and savings-to-GDP ratio rising to 13.6%.

URBRA’s Acting Executive Director Rita Nansasi Wasswa highlighted training for over 324,900 people and support for the Public Service Pension Fund, but noted staffing and funding issues. MPs like Geofrey Ekanya and Patrick Ocan urged easier benefit access and health scheme integration.

For 2026/2027, URBRA plans to enhance enforcement, recruit staff, support informal sector savings, and expand awareness campaigns.
