Kabale District Council Session Abruptly Ends Over LCV Chairman's Refusal to Present 2026/2027 Budget

The Kabale District Council meeting concluded prematurely when LCV Chairman Nelson Nshangabasheija refused to table the Shs55 billion budget estimates for 2026/2027, demanding prior approval of his nominees for the District Public Accounts Committee and Land Board. The Kabale District Council session on Thursday wrapped up early after LCV Chairman Nelson Nshangabasheija declined to present the draft budget estimates and annual work plan for the 2026/2027 financial year, totaling Shs55 billion.

Nshangabasheija insisted that councilors first approve his list of nominees for the District Public Accounts Committee (DPAC) and District Land Board. The nominees for DPAC include Rev Kayongwe Basherura, Donati Rwaributware, Bernadette Musiimenta, Grace Twinobuhungiro, and Timothy Katooma. For the Land Board, they are Justus Muhangi (chairperson), Robert Rwamuhanda, Vastina Beyendera, and Peace Baryajunaki.

Speaker Flavia Kanagizi directed the proposed names to the finance and administration committee for vetting before any approval in a future session. Despite her pleas, Nshangabasheija stood firm from the podium, refusing to proceed.

“Now that the district LCV chairman has failed to proceed with the motion of laying the district budget estimates for the financial year 2026/2027 as mandated by the law, I hereby adjourn the district council session until further notice,” Kanagizi announced.

She later noted that reconvening a special session to address the budget would incur additional costs, as required by central government.

Earlier, the council passed a motion by Deputy Speaker Ian Ronald Mugisha to regulate the use of district plots along Kabale-Mbarara and Kabale-Katuna roads for local revenue generation through organized trade.
