Piped Water Connections Surge 7% Amid Infrastructure Push and Metering Reforms

Uganda has seen a significant boost in access to piped water, with connections rising by 73,908—or 6.96%—from 1,062,186 in 2023/24 to 1,136,094 in 2024/25, according to the Ministry of Water and Environment.

Metering coverage also expanded sharply, adding 93,674 connections to reach 1,113,372 from 1,019,699 over the same period. Water and Environment Minister Beatrice Anywar emphasized key milestones like the new Water Metre Testing and Calibration Centre in Entebbe.

Dr. Eng. Frank Kweronda, acting commissioner for Water Utility Regulation, credited the progress to infrastructure investments, pro-poor subsidy programs, stricter metering policies, and commercial initiatives by utilities.

The 2024/25 Annual Regulator’s Report from the Water Utility Regulation Department evaluates nine utilities’ performance, noting advances in customer growth, billed consumption, supply continuity, water quality, and efficiency. Permanent Secretary Alfred Okot Okidi linked these to National Development Plan IV goals for better institutional performance and safe water access.

Despite the strides, Dr. Kweronda pointed to lingering issues in operational discipline, urging enhanced support and enforcement for reliable services.
