Uganda Law Society Rejects Museveni's Sh5 Billion Pledge to Protect Independence

The Uganda Law Society (ULS) has decisively turned down a Sh5 billion commitment from President Yoweri Museveni, instructing its members to cease all financial interactions with the presidency and the ruling NRM party.

ULS President and Senior Counsel Isaac Ssemakadde issued the directive, revoking prior authorizations to pursue the funds. The pledge, announced in 2018 for building the ULS House in Kololo, Kampala, remains unfulfilled after years of delay.

Ssemakadde labeled the offer as inconsistent with ULS values, arguing it risks compromising the Bar’s independence. He highlighted a pattern of broken government promises amid rising State House spending, vowing to end the ‘begging’ cycle from the Executive.

“Financial independence is vital for upholding the rule of law, pushing for justice, and checking those in power,” Ssemakadde stated.

Despite the setback, the ULS House project is almost finished, funded by member donations and internal efforts, showcasing the legal profession’s resilience. The society now plans to bolster its revenue streams for long-term sustainability.

State House officials, including press secretary Sandor Walusimbi and deputy Faruk Kirunda, did not respond to requests for comment.
