Mob Violence Surges in Bukedi Amid Distrust in Police and Courts

In Uganda’s Bukedi Sub-region, particularly North Bukedi districts like Budaka, Kibuku, Pallisa, and Butebo, communities are increasingly turning to mob justice against suspected thieves. This involves crowds beating, humiliating, or even killing individuals accused of crimes, especially livestock and poultry theft.

North Bukedi police spokesperson ASP Wilfred Kyempasa blames the trend on poor understanding of legal processes and frustration over suspects released on police bond or bail. He notes that communities often act on suspicion alone, ignoring the presumption of innocence.

A recent fatal incident in Butebo District saw 40-year-old Yokana Seku beaten to death by villagers after police tracked stolen goats to his home but left without arresting him. Local leaders rescued him, but he died at Kabwangasi Health Centre III.

Residents like Moses Wairagala from Budaka link the rise to eroding trust in police and courts, fueled by corruption perceptions and rising burglaries. Budaka County MP Arthur Wako Mboizi criticizes weak laws and lenient penalties, calling for harsher sentences to deter offenders.

Local leader Samuel Mwidu adds that known criminals repeatedly released by police push communities to act. Police emphasize community cooperation, dialogue, and reporting over violence.
