Namisindwa Parish Chiefs Demand Shs179m in Overdue Allowances

Parish chiefs and town agents in Namisindwa district are protesting the non-payment of their parish development committee (PDC) and housing allowances, totaling Shs179.3 million.

In a letter dated March 16, 2026, to the chief administrative officer (CAO), they highlighted that despite submitting requisitions and the district receiving funds, second-quarter payments for the 2025/26 financial year remain outstanding. This follows an earlier plea on January 20, 2026.

Willy Namanda, the parish chiefs’ chairperson, explained that 163 officials are owed Shs250,000 each in PDC allowances and Shs300,000 in housing allowances per quarter, amounting to Shs89.65 million quarterly.

Namanda noted the delays are causing significant issues, with PDC members and landlords demanding payments, which disrupts parish-level services.

The petition was copied to the resident district commissioner (RDC), district internal security officer (DISO), LCV chairperson, district planner, and PDM focal person for urgent action.

RDC Elijah Madoi acknowledged the issue, promising to engage technical leaders to resolve the delay. He stressed the vital role these chiefs play in overseeing programs like the Parish Development Model (PDM).

No response was available from the CAO at the time of reporting.
